Many child beggars, some day care centres

In day care centers day are about 50 street children, and rotate about 130 a month, according to the Ministry of Labour.
 
‘’Minor children, half-naked and barefoot, from dawn to dusk, the sun, rain, low and high temperatures every day begging in the Skopje intersections. The street is their home; they left themselves without parental care, become easy victims of any kind of abuse. Most of them are housed, or attend a daily Centres in Skopje, but they are not a real solution to the problem’’ according to the First Children's Embassy Megjashi. The Ministry of Labour and Social Affairs argued that the program as implemented in centres and services provided have a positive impact on children's upbringing process, but the problem is the lack of multiple objects.

According to Megjashi, the fact that these children most of the time on the street is the neglect and discrimination by society, which should include the regular educational process.

-  Day care centres that placed these children are only a temporary solution or a first step in preparing to be involved in the educational system.

The solution of the problem we see in the pangs multidisciplinary access to government and civic organizations in the country. But unfortunately, despite numerous legislative and policy reforms, these children and their families can fully exercise their rights, such as the right to quality health care and education, rights of participation and inclusion - say from Megjashi.

In contrast, a spokeswoman for the Ministry of Labour, MSE Jakupi, explains that in day care centres for children at social risk, children are provided with all necessary services, ranging from regular meals, adequate clothing, footwear, providing conditions for personal hygiene.

-In day care centers day care are about 50 street children a month and rotate around 130, aged 4 to 14 years. Great emphasis is placed on the program for motivating children and their parents about the involvement of children in the educational process, registration of children of school age in primary schools and regular monitoring and support of children involved in the educational system. Arrange a visit to families of children and psychosocial support. Just this year through day care centers in the regular education process to include 25 children - explains Jakupi.

According to her, the procedure for referral care center includes informing parents about the benefits of visiting the center, as well as activities that are conducted with children by the professional team.           

- In the procedure of informing placed emphasis on motivating the parent to consent to his child attends day care center and if you provide this consent, then the Centre for Social Welfare organized the transport of children from home to day care center and vice versa, to secure the presence of children in the centre.- clarify Jakupi.

Children beggars usually come from dysfunctional families and at risk.

It is planned transit centre

In Macedonia there are three day care centers for street children - two in Skopje and one in Bitola.  Due to the severity of the problem, it is necessary to create additional, primarily in Skopje where the problem is the biggest. In that purpose, plans to open 24-hour transit centre in Skopje, it is necessary to open a day care centre in the western part of town, then in Prilep, Ohrid and in other major cities.

Ministry of Labour intends to motivate local governments, NGO sector and business community to invest in the protection of street children, which will help them to grow into healthy individuals and to break the cycle of poverty at this category of citizens.(J.Kolcheva)
